The Inspector General clears employee in The Great Demos' Flight to Ardmore Flap and refers the investigation of the Texas Department of Public Safety's activities in the scandal to the FBI for Ardmore, but the FBI won't take it.
Monday's inspector general report did not address whether the Texas Department of Public Safety lied or violated state or federal law when it subsequently destroyed documents relating to state troopers' efforts to get the Homeland Security Department involved.

Those questions were referred to the FBI, the report said. However, an FBI spokesman in San Antonio said Monday that the agency does not have jurisdiction to investigate the DPS.
But f the FBI doesn't have jurisdiction to investigate the DPS, how then did it have the authority to investigate the California Department of Corrections employees in the Corcoran Prison gladiator fights scandal?

Sounds like the FBI is applying the Hot Potato Doctrine of Public Service in this case.
